The Pickaxe can be used to clear debris on expansions, including Water Plot expansions.

 

To get a Pickaxe, you will have to craft it in the Toolshed.

The Toolshed is available in the General Store under Workshops. However, if the Toolshed isn't showing up, it means that the Toolshed is already available on the farm.
