Weapons, Grenades, and Shields are classified into different rarities:

• Common
• Uncommon
• Rare
• Epic
• Legendary

While it will be cool to equip gear of impressive rarity, and sure, higher rarities will have higher Power Scores, you still need to consider its level to get the optimal Power Score. For example, would you rather take a low-level Rare weapon, or a higher-level Uncommon weapon? I know I won’t!
