First, make sure you have bought a Balloon pack from the Ninja Kit. To inflate a Balloon, tap and hold anywhere on the ground. Once the Balloons are inflated, drag them onto the Ninja to attach them to him. 

Once you've finished with the Balloons, tap them to burst them.
